Technical Services Lead, Group Property Management (Based in Singapore)
The Role This position involves leading the technical team within Group Property Management, reporting to the Head of Group Property Management. The Technical Services (TS) team provides technical support and advice to the Property Management (PM) portfolio teams, reviewing improvement works, building defects, and conversion works across the asset portfolio to ensure compliance with building safety requirements and standards relevant to the country/region/market.
The ideal candidate must have extensive engineering knowledge, particularly in M&E and HVAC/ACMV, and strong leadership qualities to lead the small TS team. They must be able to engage stakeholders and collaborate with various portfolio managers and technical experts. The candidate should be adept at reporting to senior management and convincing stakeholders as the TS team helps navigate and grow technical excellence within the organization. Understanding the strategic intent for Group Property Management and its responsibilities is crucial to drive growth with increased energy, water, and operational efficiencies at both the portfolio and property levels.
Job Responsibilities
- Lead, plan, control, organize, and monitor works and resources within the TS team.
- Conduct strategic reviews of TS's roles, tasks, and building-related engineering expertise within Group Property Management and the portfolios.
- Lead the exploration of engineering technology to find new and best-fit solutions for leaner and more effective building operations.
- Provide technical expertise, advice, and opinions on design or problem areas related to building defects and conversion works to achieve Asset Management's objectives.
- Devise ideas to achieve higher standards of engineering and technical expertise, helping portfolios meet required standards.
- Craft engineering and technical policies and/or standard operating procedures (SOPs) related to the standards.
- Work closely with in-house technical teams and external consultants and contractors to review building-related defects and propose solutions for rectification, operation, repair, and maintenance of all building facilities and systems in property portfolios. Devise creative and innovative solutions for these works.
- Identify and procure consultancy services (where required) and contractors to implement improvement, rectification, or conversion works.
- Review consultants' building proposals for new developments or improvements for functionality and building operation.
- Manage budget and expenditure for repair and maintenance works, long-term building asset repair and replacement planning, and capital expenditure projects.
- Explore new initiatives or automation and provide recommendations for better cost savings or efficiency across the portfolio of assets.
- Provide expert advice to the local team in solving critical structural or mechanical issues.
Job Requirements
- Degree in Engineering (Electrical or Mechanical) or equivalent.
- At least 15 years of relevant experience in building facilities management, project management, and integrated fitting-out works.
- Proficient in MS Office Applications (Word, PowerPoint, and Excel). Experience with SAP is an added advantage.
- Certification as a Fire Safety Manager is an added advantage.
- Strong leadership, planning, communication, and interpersonal skills are essential.
- Operational and/or consultancy experience in temperate or non-equatorial M&E requirements is an added advantage.
- Ability to manage operations and projects simultaneously.
