The Offshore Operations Manager is responsible for overseeing offshore operations, the scheduled service and maintenance of the Balance of Plant (BoP), and on-site project management. This role involves managing Wind Turbine Generators (WTG), BoP, and coordinating with contractors or third-party service providers, while ensuring alignment with the Contract Manager and Technical Managers.
Responsibilities
In this role, you will handle a diverse set of tasks, including, but not limited to, the following:
- Contribute to fostering a strong, positive HSE culture within the Asset & Operations Management functions, ensuring ongoing focus on supporting, maintaining, and improving HSE standards for all site and project deliverables.
- Manage the offshore execution of the Annual Operations & Maintenance (O&M) Program, overseeing day-to-day offshore operations, and optimizing plans/schedules to maximize synergies and cost-efficiencies.
- Supervise the execution of both short- and long-term offshore maintenance plans, ensuring efficient management of schedules.
- Support the O&M Manager in minimizing yield loss by ensuring operational efficiency.
- Develop and maintain processes for site management and "way of working" (e.g., site management manual, Offshore Control Center (OCC) operations, jack-up operations, Daily Progress Reports (DPR), etc.).
- Recommend technical and design improvements to enhance operational effectiveness.
- Support the O&M Manager in providing technical and performance reports to senior leadership and project stakeholders.
- Conduct supplier and contractor quality and HSE audits, including offshore inspections of contractors (with support from the HSE Manager when needed, particularly in high-risk scenarios).
- Lead and participate in site toolbox talks and briefings during shift changes.
- Lead and engage in regular site performance reviews and problem-solving sessions.
- Ensure safety, process, and reliability improvements are prioritized and reviewed on-site.
- Implement continuous improvements in O&M plans and schedules, following the Plan-Do-Check-Act (PDCA) principles.
- Assist the O&M Manager in reviewing technical proposals from service providers, challenging them as necessary and providing recommendations for next steps.
- Help manage the operational performance of contractors and service providers, ensuring compliance with contractual obligations.
- Conduct site inductions for new personnel or visitors, ensuring proper safety procedures and operational understanding are conveyed.
- Create and maintain Risk Assessments in collaboration with the HSE Manager.
- Support day-to-day management of offshore generating assets, including scheduling offshore works, responding to emergencies, and coordinating unscheduled maintenance.
- Identify project risks, propose mitigation measures, and continuously monitor their status.
- Build strong relationships with clients, contractors, and service providers to drive performance.
- Contribute to monthly management reports, providing updates on operational and HSE performance.
- Coordinate with other technical teams for inspections and operational reviews.
- Develop and implement internal operational processes and procedures (e.g., action logs, report creation, "ways of working").
- Track and monitor operational KPIs for both internal teams and contractors.
- Develop a site management manual, including key processes, communication frameworks, daily tasks, and RACI charts for contractors.
- Define concepts and manuals for jack-up operations, including insurance, documentation, contractor interfaces, and HSE requirements.
- Ensure performance guarantees such as availability warranties are met or exceeded.
- Ensure compliance with site-specific HSE plans, relevant safety standards, regulations, and best industry practices.
- Maintain low response times and effective execution of corrective and preventive maintenance, as well as resolving equipment failures.
Requriements
- 5+ years of offshore wind project experience.
- Strong technical, engineering, or operations background.
- Knowledge of offshore wind industry standards and best practices.
- Willingness to work a 14/14 offshore rotation schedule.
- GWO-certified and able to start offshore operations.
- Excellent communication skills, with the ability to build strong business relationships and represent the company in meetings and presentations.
- Solid understanding of operational requirements, logistics, and asset management.
- Proficient in managing quality standards, best practices, technical specifications, and regulatory compliance.
- Self-driven, organized, and process-oriented with a proactive approach.
- Able to work independently and efficiently.
- IT literate, with experience using Microsoft Office and SharePoint, and willing to learn internal systems.
- Strong verbal and written communication skills.
- Experience working in health and safety-critical environments, with a focus on building HSE culture during transition and operational startup phases.
- Proficiency in both English and Chinese (CEFR Level C1 or higher).
Desirable:
- Background in offshore EPC projects or offshore wind farm operations, including operational startup.
- HV Competent Person (SAP).
- In-depth knowledge of operational processes in offshore wind farms.
- Proficient technical understanding of full asset maintenance (WTG, Cables, Offshore Substations (OSS), Foundations).
- Experienced in using IT tools such as SAP and Microsoft Office Suite.
- Ability to quickly learn new software tools and systems.
